New regime, same North Korea.

An international summit in South Korea—where world leaders are discussing ways to avert nuclear proliferation—has been overshadowed by North Korea’s announcement of an impending rocket launch. The launch—which the North Koreans claim will put a satellite into orbit—is seen as an attempt to test nuclear missile technology.

Even China—a close ally of the North—has reportedly sided with the international community against Pyongyang. The White House says China has pledged to coordinate its response with America if the North Koreans carry out the launch.
